Senior Planner / Planner – Long Range

Senior Planner:  $67,830.10 – $101,745.80 Annually
Planner:              $61,508.20 – $92,263.34 Annually   

 

This is a fully trained professional position in the Planning Department, involving both independent and teamwork related to long-range planning activities.

 

Essential Job Duties
 

Prepares and maintains the comprehensive plan, and neighborhood plans.
Processes comprehensive plan amendments, and rezoning applications.
Prepares comprehensive plan evaluation and appraisal reports.
Prepares and presents analyses, staff reports, and supporting documents to the Planning & Zoning Commission and Board of County Commissioners.
Provides staff support to the Planning and Zoning Commission, Economic Development Council, CDBG Citizen Advisory Task Force, and other committees and boards as needed.
Coordinates with other county departments, state and federal agencies, and other regulatory bodies.
Conduct planning-related reviews of single-family, multi-family, and commercial building permits.
Determines accurate impact fee calculations and assessments on all applicable permits by determining land use categories, applicability of rates, and exemption provisions.
Conducts professional research, including data collection for impact fee studies. Coordinates and performs periodic evaluation, revision, and implementation of impact fee schedules. 
Monitors impact fee program operational expenses, projects revenue receipts, and reviews refund requests.
Supervises and maintains the county’s impact fee program, concurrency management system, Community Development Block Grant (CDBG) Program, and the Neighborhood Stabilization Program (NSP).
 

Typical Requirements
 

Education/Experience:

Senior Planner: Master’s degree in planning or a closely related field from an accredited university supplemented with two years of professional planning experience; or Bachelor’s degree in Planning and a minimum of 5 years of direct planning experience. 

Planner: Bachelor’s degree in planning or a closely related field from an accredited university and a minimum of 2 years of professional planning experience.

Licenses, Certifications, or Registrations:

AICP preferred. 
Valid Florida driver’s license.
 

Knowledge, Abilities, and Skills:

 

Knowledge of standard planning principles and practices. 

Knowledge of methods of collection and analysis of planning data and experience in the preparation of planning reports and studies.

Knowledge of economics, municipal finance, and sociology as applied to public planning. Knowledge of and experience with ARC Info/ARC view and other widely used office software.

Ability to present ideas and findings clearly and concisely in both written and oral form to a community at large, Board members, stakeholders, and other audiences.

Ability to plan, with strong organizational and communication skills, and supervise the work of subordinates.

Ability to direct and participate in complex planning studies or elements thereof, and to analyze information and formulate substantive recommendations based upon such studies.

Ability to establish effective working relationships with division heads, outside agencies, and the general public. 

Ability to interpret laws, rules, and regulations relative to County planning.

Ability and experience addressing civic organizations and committees.

Ability to operate a personal computer and presentation software.

Ability to proficiently use Microsoft Office products.  

Ability to operate cameras/photo equipment.
