This project came about when UF Senior Vice President and COO Charlie Lane, as part of the University\u2019s Strategic Development Plan, announced a call for proposals to use the greater Gainesville city as a living laboratory to address real world community problems.<\/p>\n\n\n\n<p style=\"font-size:18px\"><\/p>\n\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"2019 Award of Excellence: Neighborhood Planning as Community Assets\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/U_4E3QWqVzo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:18px\">The aim of the Neighborhoods As Community Assets project was to design and test a new approach to neighborhood planning by directly collaborating with and empowering residents to create neighborhood narratives.<\/p>\n\n\n\n<p style=\"font-size:18px\">Neighborhood narratives are stories and themes that residents can collectively share with others that help to articulate a neighborhood\u2019s shared values and goals. By highlighting the people, places and things that define a community, the Neighborhoods As Community Assets project helps to preserve history and neighborhood identity.<\/p>\n\n\n\n<p style=\"font-size:18px\">Urban planning scholars have studied the existence and use of neighborhood narratives for decades, but this project was the first to design a participatory process with the aim of creating such narratives for resident empowerment.<\/p>\n\n\n\n<div class=\"wp-block-uagb-info-box uagb-infobox__outer-wrap uagb-block-b457d52d-cfc8-4690-87f2-a503a64ae4d1\"><div class=\"uagb-infobox__content-wrap uagb-infobox uagb-infobox-has-image uagb-infobox-icon-left uagb-infobox-left uagb-infobox-image-valign-middle uagb-infobox-enable-border-radius \"><div class=\"uagb-ifb-left-right-wrap\"><div class=\"uagb-ifb-image-icon-content uagb-ifb-imgicon-wrap\"><div class=\"uagb-ifb-image\"><div class=\"uagb-ifb-image-content\"><img decoding=\"async\" class=\"\" src=\"https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/sign2-768x1024.png\" alt=\"\" \/><\/div><\/div><\/div><div class=\"uagb-ifb-content\"><div class=\"uagb-ifb-title-wrap\"><span class=\"uagb-ifb-title-prefix\">Historic<\/span><h3 class=\"uagb-ifb-title\">Porters Community<\/h3><\/div><div class=\"uagb-ifb-separator-parent\"><div class=\"uagb-ifb-separator\"><\/div><\/div><div class=\"uagb-ifb-text-wrap\"><p class=\"uagb-ifb-desc\">One of the first African American neighborhoods in Gainesville, Florida. It is located within the one-mile stretch between the UF campus and downtown.<\/p><\/div><\/div><\/div><\/div><\/div>\n\n\n\n<p style=\"font-size:18px\">Platted in 1884 by Dr. Watson Porter and his wife Olivia, the Porters neighborhood has a rich history. During a time in which it was highly unusual for African Americans to own land, Dr. Porter sold property in the area exclusively to Blacks.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1021\" height=\"619\" src=\"https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/Gainesville-Map.png\" alt=\"\" class=\"wp-image-5476\" srcset=\"https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/Gainesville-Map.png 1021w, https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/Gainesville-Map-300x182.png 300w, https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/Gainesville-Map-768x466.png 768w\" sizes=\"auto, (max-width: 1021px) 100vw, 1021px\" \/><\/figure>\n\n\n\n<p style=\"font-size:18px\">The tight-knit Porters Community has a rich history, and residents are bound together by a strong sense of place and multi-generational ties. Yet these strengths, or cultural and social assets for the entire city, are not widely known. Furthermore, they are being threatened by encroaching redevelopment spurred by growing interest in downtown and near-campus living. From left, Kristin Larsen, Gigi Simmons, John Davidson, Sheena Larry, Andy Coffey, Angela Wright, and Laura Dedenbach.<\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:18px\">For this project, acting through the <a rel=\"noreferrer noopener\" href=\"https:\/\/dcp.ufl.edu\/urp\/centers-opportunities\/florida-center-for-innovative-communities\/\" target=\"_blank\">Florida Center for Innovative Communities<\/a>, a team of five URP faculty and students &#8211; Dr. Kathryn Frank, Dr. Laura Dedenbach, Dr. Kristin Larsen, Dr. Tyeshia Redden, and Savana Wright, MURP &#8211; engaged Porters residents and stakeholders, especially a nine-member steering committee, in a 15-month process to establish a neighborhood narrative.<\/p>\n\n\n\n<p style=\"font-size:18px\">\u201cWe were able to come together and talk about our narrative and who we really are and what this community really means to the residents who live here,\u201d said Gigi Simmons, lifelong Porters resident, neighborhood leader, and Gainesville City Commissioner. She added,<\/p>\n\n\n\n<div class=\"wp-block-uagb-blockquote uagb-blockquote__outer-wrap uagb-block-68986ef0-8728-4cf1-b9e0-c0c1451444a6\"><div class=\"uagb-blockquote__wrap uagb-blockquote__skin-border uagb-blockquote__stack-img-none\"><blockquote class=\"uagb-blockquote\"><div class=\"uagb-blockquote__content-wrap\"><div class=\"uagb-blockquote__content\"><em>It has been critical for us to have this relationship with the University of Florida. The resulting narrative consists of four themes, answering \u201cPorters is _____________\u201d:<\/p>\n\n\n\n<div class=\"wp-block-uagb-icon-list uagb-icon-list__outer-wrap uagb-icon-list__layout-vertical uagb-block-13d20988-a59d-47de-89e6-3015274c6e23\"><div class=\"uagb-icon-list__wrap\">\n<div class=\"wp-block-uagb-icon-list-child uagb-icon-list-repeater uagb-icon-list__wrapper uagb-block-09047004-6bf9-4104-b4e3-e41486c5bb76\"><div class=\"uagb-icon-list__content-wrap\"><span class=\"uagb-icon-list__source-wrap\"><span class=\"uagb-icon-list__source-icon\"><\/span><\/span><div class=\"uagb-icon-list__label-wrap\"><span class=\"uagb-icon-list__label\"><strong>Home.<\/strong> Since its establishment in 1884, the Porters Community has been home to generations of families, many of whom still reside in Porters.<\/span><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-uagb-icon-list-child uagb-icon-list-repeater uagb-icon-list__wrapper uagb-block-18f0f1a3-bf38-43d1-89f6-1210c2211944\"><div class=\"uagb-icon-list__content-wrap\"><span class=\"uagb-icon-list__source-wrap\"><span class=\"uagb-icon-list__source-icon\"><\/span><\/span><div class=\"uagb-icon-list__label-wrap\"><span class=\"uagb-icon-list__label\"><strong>Engaged and Inclusive.<\/strong> Porters\u2019 strong roots have resulted in a close-knit community that welcomes new residents into the fold.<\/span><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-uagb-icon-list-child uagb-icon-list-repeater uagb-icon-list__wrapper uagb-block-17b36b26-73a9-4ffa-b730-11fddc8d9752\"><div class=\"uagb-icon-list__content-wrap\"><span class=\"uagb-icon-list__source-wrap\"><span class=\"uagb-icon-list__source-icon\"><\/span><\/span><div class=\"uagb-icon-list__label-wrap\"><span class=\"uagb-icon-list__label\"><strong>Resilient.<\/strong>The Porters Community has proven its resilience, surviving racism and maintaining a strong communal spirit to this day.<\/span><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-uagb-icon-list-child uagb-icon-list-repeater uagb-icon-list__wrapper uagb-block-1b3a567e-0d06-4636-96ec-18393260a928\"><div class=\"uagb-icon-list__content-wrap\"><span class=\"uagb-icon-list__source-wrap\"><span class=\"uagb-icon-list__source-icon\"><\/span><\/span><div class=\"uagb-icon-list__label-wrap\"><span class=\"uagb-icon-list__label\"><strong>Opportunity.<\/strong>The Porters Community reflects the best Gainesville has to offer. Its strengths enable proactive planning, which can inspire other neighborhoods.<\/span><\/div><\/div><\/div>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:18px\">The narrative also included three overarching icons, which are incorporated into graphic designs:<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/3themes.png\" alt=\"\" class=\"wp-image-5482\" width=\"453\" height=\"191\" srcset=\"https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/3themes.png 906w, https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/3themes-300x126.png 300w, https:\/\/dcp.ufl.edu\/urp\/wp-content\/uploads\/sites\/34\/2020\/05\/3themes-768x324.png 768w\" sizes=\"auto, (max-width: 453px) 100vw, 453px\" \/><\/figure><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:18px\">Steering committee member and Porters resident Angela Wright summed up the narrative as \u201cHome is where the heart is.\u201d&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">Upon the project\u2019s conclusion, the steering committee selected promising strategies in keeping with the narrative, which they will further consider for neighborhood protection and revitalization, such as a neighborhood overlay district, alternative zoning, and participation in a community land trust. They have also been communicating more closely with key players in the area\u2019s redevelopment, especially the city\u2019s planning department, the community redevelopment agency, and the university.<\/p>\n\n\n\n<p style=\"font-size:18px\">The project produced a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dropbox.com\/s\/e011ydk3j1xnzoi\/0724%20PORTERS%20FINAL.pdf?dl=0\" target=\"_blank\">174-page report<\/a> focused on the project&#8217;s purpose, methods, and results for the Porters neighborhood, its narrative, and future directions. Children and adults learned about the narrative through crafts and games representing each theme, and they received mementos bearing the narrative graphics. A special memento was&nbsp;<em>Home<\/em>, an original picture book that told the story of Porters through a conversation between a granddaughter and her class=\"uagb-blockquote__author\">Kristin Larsen<\/cite><\/div><\/footer><\/div><\/blockquote><\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:18px\">Based on the Porters project experience, the team identified several principles of a transferable &#8220;participatory neighborhood narrative&#8221; process that are essential and should be retained in any future application of the process with other neighborhoods. The project team should have expertise in community development, urban planning, and communications, and be trustworthy to facilitate a neighborhood-based participatory process. The project should establish a diverse resident and stakeholder based steering committee, and be flexible enough to change specific activities and timeframes based on the committee\u2019s input. At least some members of the project team and steering committee should be politically astute and well connected, in order to focus on empowerment and neighborhoods as community assets. If these principles are followed, the specific activities can vary and be scaled up or down as resources, interests, and opportunities permit.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">\u201cWe\u2019re delighted that APA Florida honored our project, Neighborhoods As Community Assets,\u201d project lead Kathryn Frank concluded. \u201cOur project represents a radical reorientation of neighborhood planning, because unlike traditional neighborhood planning, which expects neighborhoods to insert themselves into city planning, our project showed how to engage with neighborhoods on their terms, to find out who they are, what they want for the future, and what they need to make it happen. In this way, through \u2018participatory neighborhood narratives,\u2019 historically marginalized neighborhoods can become stronger, and cities can recognize the existing assets of these neighborhoods
