It introduces the CORE framework\u2014Collaboration, Options, Refinement, and Execution\u2014to support accountable human\u2013AI collaboration while preserving human judgment, democratic legitimacy, and public accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using Gainesville\u2019s shared e-scooter program as a case study, the paper shows how cities can use AI not only for efficiency, but also for equity and continued human oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a
